Chapter I. General presentation of the site
1.1. Activities/products developed
In the SC Mittal Steel SA's main activity is the production of iron and steel pipes, and the primary activity is the production of pipes and fittings of steel, the plant operational processes were divided into sequential parts as follows:
- Stieffel rolling process ( mills 16”, 6” two lines);
- Pilger rolling process ( mill 20”); - finishing the tubular material.
The main activity is producing and selling seamless steel pipes, hot rolled, cold rolled or drawn, and import-export activity.
As a secondary activity may be mentioned marketing of steel castings and machined parts.
Related activities are listed as follows:
- Transport activities;
- Metrology activities;
- Department of laboratories;
- Administrative services;
- Maintenance and repair;
- Investments and direct labor;
- Production and distribution of thermal agents (hot water and steam consumption
society);
- Transport and distribute electricity, gas and oxygen;
- Technical assistance;
- Design and operating systems;
- Research design, consultancy;
- Marketing, advertising;
- Raw materials and auxiliary supply.
As finished products the company manufactures carbon steel pipe hot rolled, cold rolled or drawn, and by-products rolling tools, spare parts.
1.2. Description of the site
S.C ISPAT PETROTUB S.A Roman it is situated in Roman-Iasi road at km 33. The social center is in Str. Stefan cel Mare nr 246, Roman, Neamt county, in hydrographic basin named Siret, between villages Codrun and Simionesti and the railway Roman-Suceava. The absolute height of the platform location is +208.60 m above sea level, that thing assured protection against flood.
The company is registered in Trade Register no. J27/88/1991, tax code R 2057240, IBAN RO 06 RNCB 3710000000 100001, Roman branch opened at BCR.
In the vicinity:
North: villages Codrun and Simionesti;
South: Roman city;
East: SC ELEROM SA road E85 ( Bucharest-Suceava); West: Codrun village.
Surface of the site is 1629031 m2:
• Built area = 508376 m2;
• Inside surface = 953253 m2;
• Outside surface = 167402 m2;
• Landfill and waste = 37500 m2;
• Green spaces = 75000 m2
The the access on the platform is made thru a road from Roman-Iasi rd, at km 33, village Codrun. The emplacement is protected with a concrete fence and with barbed wire on three layers, the fence is 2 meter tall.
Soil and the topography of the site area
The Cordun village is situated in the south-west of the platform Moldova. This area is meadow and is formed of medium coarse sands.
Along the arms of Moldova, the ex riverbeds are paved with coarse material, trapped in a discontinuous matrix of coarse sands, and they are covered by alluvial soils.
Due to combined actions of factors and pedogenetic processes, there is a coating of different soils, like:
• Cambic chernozem;
• Illuvial clay mold;
• Luvic brown soil;
• Alluvial soil
Surrounding land use near the site
There are no protected areas near the site , or parts of heritage or residential neighborhoods. The company has certificate of land ownership, MO3 series, no 0105 dated
24.03.1993.
In the vicinity:
South: Roman City
North: Cordun and Simionesti villages .
